Outlook 2007 tells you to restart on cluster failover???

Hello. We are currently moving to a clustered environment with
Exchange 2003. Users are also on Outlook 2003 and we are beginning to
transition to Outlook 2007. We've discovered that when you manually
fail exchange from one cluster node to another, Outlook 2007 tells the
user "microsoft exchange administrator has made a change that requires
you quit and restart outlook". But Outlook 2003 seems to work
correctly, it will stop responding for a minute until the exchange
cluster resource is moved and then the user is able to continue work
uninterrupted. The clients do not run in cached mode. But we have
tried testing Outlook 2007 cached mode, and the user is still told to
restart Outlook when the exchange cluster is told to failover. Is
this by design behavior? It doesn't make sense because Outlook 2003's
behavior is preferable.
