Outlook 2007 Picture Tools won't display...

I have Outlook 2007 running as a stand-alone app, meaning no other Office
2007 products are installed, and when I insert a picture via the Ribbon
(Insert Tab - Picture) the 'Picture Tools' tab does not display.
I believe this may be due to the fact that I do not have another Office 2007
product installed, but I'm looking for verification.

First off Thank-You for your response. I appreciate the help!

Please forgive my ignorance but I don't believe this quiet answers my
question (I may be asking the wrong question though).
I can only click the expand arrow at the bottom corner of the 'Include'
section if I've attached the file via the 'Attach File' button on the ribbon.
I am trying to click the 'Picture' button under the "Illustrations" section
of the Ribbon. When I do this the expand arrow appears to be unavailable. My
end goal is to optimize the size of the picture to make it fit for emailing.
