Outlook 2007 New message alert

In older versions of Outlook I could set up a rule for an alert or
notification to apperar and remain on my desktop when new mail arrives. I
have set up a rule to do the same in Outlook 2007 but it is not working.
Does anyone have instructions to make this work?
 
This is exacltly what I want to do, but the directions are for Outlook 2003.

They'll work for Outlook 2007 as well. Just look for "12.0" instead of
"11.0" in the registry key the article mentions.
 
It works!! I used the Outlook Tools and it only took a few seconds. Thanks
