Outlook 2007 mobile messaging

What is this new area at the bottom of tools options for mobile messaging. I was just fiddling around and wanted to see if I could set it up, but the option isn't there in account manager, or I'm looking in the wrong place.

it only works with some (very, very limited) cellular providers at this time.
