Outlook 2007 Junk Email Misdirection

I use Outlook 2007 to interact with POP3 accounts; I don't use Exchange at
all. The Junk Email in Outlook filter does a reasonable job at moving spam to
the "Junk E-mail" folder. However, I have one domain in my whitelist that
still gets its messages marked as junk. I have added both the domain and
individual senders to the Safe Senders list, but no matter what I do, all
messages from that domain appear in the Junk E-mail folder. I have checked
public blacklist sites and the domain is not listed. How can I resolve this?
