outlook 2007 inbox list chinese subject garbled?

In outlook 2007, chinese text in the subject line is displayed as junk in
the inbox list.

However, when the email is opened, the chinese text in subject (and content)
is displayed correctly.

How do I get the subject to display correctly in the inbox list?

Outlook must run in Unicode Mode to correctly display multi-byte
characters in the Subject (and To, Cc, From) lines.
