Outlook 2007--Folders too Easy to Move Around

Is there a way to prevent an easy change in folder organization. I find it
too easy to mistakenly catch a folder and then find I have moved a mail
folder inside another. Previous Outlook versions didn't seem that easy to
move folders.

it should be just as easy in all versions - and unfortunately, you can't
lock the folders.
