Outlook 2007 Error message

I am getting an error message when i click Send/Receive email.
Outlook 2007, OS Windows Xp.

"an error message". Oh yes, Outlook only has just one error message.

- DETAIL the steps to reproduce the error or problem.

I apologize VanguardLH, I did not realize it.
Here is what the message said "You don't have appropriate permission to
perform this operation"
But I already fixed that part, now I am getting this other message ONLY when
I Send/Receive messages. And the "Enter Network Password" window keeps poping
up, when I already have set up.

"Task '(e-mail address removed) - Receiving' reported error (0x800CCC92) :
'Your e-mail server rejected your login. Verify your user name and password
in your account properties. Under Tools, click E-mail accounts. The server
responded: -ERR user password must be specified'

But I am able to send messages.

I created a new User Account and Outook runs fine through there.
