Outlook 2007 Empty deleted items upon exiting

I have Outlook 2007 set to empty my deleted items folder upon exiting.
I have check and unchecked the 'Warn upon exiting' box and still have
the same problem.

When I exit Outlook 2007 the messages are deleted but Outlook does not
close. I do not have any programs running that are dependent on
Outlook. I have also checked the registry and everthing seems fine
there.

It is just annoying at this point, not a show stopper.

What happens if you open Outlook in safe mode:

Start > Run (or Start Search if you use Vista) > outlook.exe /safe

(note the space between outlook.exe and /safe)

Does Outlook still continue running after you close it?

Since Outlook empties your Deleted Items folder successfully when you exit,
which is what you've told it to do, this isn't an issue with that at all.

I do not see any Add-ins that might be causing the issues. I think I
did narrow it down some. When I delete an unread message and it is
moved to Deleted items and I close out outlook the message is deleted
but outlook remains open. I have to exit it again to get outlook to
close.

Did you try opening Outlook in safe mode to see if it resolves the undesired
behaviour?

I wonder if a new Outlook profile would resolve the problem? Maybe your
current Outlook profile corrupted:

I wonder if Outlook is waiting for you to confirm deletion of the unread
message - or perhaps there was a read-receipt requested. If you minimize
Outlook (and anything else on the screen) do you perhaps discover a dialog
box?
