Empty Deleted Items on Opening Outlook

I know there is a way to empty one's Deleted Items folder
upon exiting Outlook, but is there a way to empty it upon
opening Outlook? Even info on a "hack" or other type of
unusual fix would be appreciated. Thanks.

I'm using Outlook 2000 on a Windows 2000 machine.

Nope, if you are connected to an Exchange server the administrator can set a
retention policy
