Outlook 2007 can't move folders "may contain private items"

I've seen this issue a lot when researching on the web. I have a user who has
permissions on a shared mailbox and is trying to move the folders and
subfolders around. When attempting this she gets an error- "cannot move the
items. cannot copy this folder because it may contain private items" - Does
anyone know if there is a solid resolution for this? Thanks!
