Outlook 2007 Cached Exchange Mode Issues

I keep receiving emails with the message "You made changes to another copy of
this item. This is the most recent version. Click here to see the other
versions." for about three weeks now. If I click the message from the
notification, the email opens without the message, however 10 seconds later
when I click the email the message appears. My system is new computer with
Vista Business and Office 2007 used in Cached Exchange Mode.
I've isolated the problem to the Cached Mode operation, because if I do not
use Cached Exchange Mode I receive the messages without the message. It must
have to do something to do with the sync of .ost files. So does anyone here
have any idea what causes this? Is this a known issue? Is there a fix for
it? Thanks in advance.

Just to provide some more information on this issue. I've discovered that
the other copy of the email rests on conflicts folder. I also have two rules
that are both checked: "Clear Categories on Mail (Recommended)" and "Clear
Categories on Mail (Recommended) (Client Only)"
