Outlook 2003 won't re-start

I'm using cached exchange mode. When I'm on-line and
exit Outlook it will not re-start. It does not matter
how long I wait. The Outlook icon remains in the taskbar
but is unresponsive. I have to use Task Manager to shut
down 3 running OUTLOOK.EXE processes before it will re-
start. This does not happen when I start Outlook off-
line. I've tried renaming the outcmd.dat file to
outcmd.old several times.

What gives?

What programs do you have installed that access outlook data? Do you have a
