Outlook 2007 not downloading messages and outlook.exe running after closing

I am running Outlook 2007 under Vista and have two issues

1) I have two accounts from my ISP. downloads from the first account do not complete on many occasions. the download fails on the last message with 0.1M still outstanding. Nothing appears in my inbox. Downloads for the 2nd a/c never start.

2) To overcome the above I close Outlook and go to re-start the prog. This fails and when I examine Task Manager I see that there is still an instance of outlook.exe in existance.

Very frustrating!!

Help will be really appreciated.
