outlook 2003 won't open

Cannot open MS Office Pro Outlook 2003. Receive message:
"Cannot open Microsoft Office Outlook. Unable to open the Outlook
window. The set of folders cannot be opened."
I have completely uninstalled and reinstalled Office and get the same
message.
Using Windows XP 5.1, IE 7, and Live OneCare, Office SP2
