Outlook 2003 won't get past migrating account settings

Recently installed Office 2003 to upgrade the 2002 version. All programs work
except Outlook. The OS is XP Pro. When you try to open Outlook it displays an
error message while its on the migrating account settings step. The error
message is, Outlook has encountered a problem and needs to close etc. It
references a cvr file in the reporting detail. I searched for this file
including hidden files, and it doesn't exist. I believe this refers to the
temp file. Now, I have repaired, deleted, reinstalled, and deleted the
profile, all to no avail. I still get the same error message. I could use
some help troubleshooting this. Any ideas out there? Thanks

Your post is contradictive;
If you recreated the mail profile, you won't be getting the "migrating
account settings" dialog.

What exactly did you do and what is being logged to the Event Viewer?

I'll do the best I can in describing this. The event ID is 1000. It says faulting application outlook.exe, version 11.0.8217.0, stamp 480f95d9. Faulting module mso.dll, version 11.0.8221.0. stamp 483c699a, debug? 0, fault address 0x0001f652. Now, as far as the profile is concerned, I went into the control panel and used mail, added a new profile and then deleted the old one. I also have installed SP3 for Outlook. Hope this helps..
