Outlook Outlook 2003 Vote tracking when delegate responds on be-half of

Hello everyone,
Im hoping someone else has experienced this and can shed some light on this situation. First up heres my environment
Exchange 2007
Outlook 2003 sp3 + all latest updates and on Windows Server 2003 R2

Heres my issue: Easier by giving an Example;
Sue sends out a vote to all Managers with a Yes No option.
John has his PA [Pam] reply YES for him.
When Sue checks her sent item message the tracking has added Pam to the list, and has her response is YES, and John has no tracking response...... Pam isnt a manager and shouldnt be on the list... and John has no response.

Has anyone got a workaround for this... if we send an email to 80+ managers and their PAs respond, its hard to know whos coming and not.....

Can anyone help me with this.

Just to follow up further, i have also tested this using Outlook 2007 and it has the same effect. Is this the default behaviour of Outlook? Seems rather odd if this is the case.:confused:
