Outlook 2003 - Using public folders

I know you can send email directly to a public folder. But can you send them
to a subfolder within a public folder? If so, can someone explain how?

No, each and every folder in public folders *may* have an e-mail address.
 
sorry, you have me confused. "No" you can't send email to a subfolder but
every folder in a public folder *may* have an e-mail address? Do you mean
each and every public folder may have an e-mail address or each and every
folder in a public folder may have an e-mail address? And what do you mean by
*may*?
 
Under Exchange 2003, a public folder has to be e-mail enabled in order for
one to send e-mail to it.

Under Exchange 5.5, all public folders are e-mail enabled.

You didn't specify what version of Exchange your shop is using so I took
liberty and used *may*.

The No was for, no, you can't address it to a root folder and expect it to
be delivered to a sub folder.
