Outlook 2003 UI looks wrong

I recently had some strange display issues on my laptop after connecting to
an external projector. Since then, one of the problems I'm seeing is that
Outlook looks like it's running in safe mode. It's interesting to note that
if I look at Options in Outlook, the UI is fine. Everywhere else however,
everything looks very grainy and the colors have been super-simplified -
there's no shading nor color gradations any more.

What's happened?

Are other apps displaying fine since it sounds like the Windows display
settings have been changed.
