Outlook 2003 Tools->Options and Tools->Customize greyed out

I just upgraded from Outlook 2002 to Outlook 2003 and found that
Tools->Options and Tools->Customize are greyed out. Any idea why?

Try a new mail profile. If that does not work, close Outlook and
find/rename outcmd.dat to .old. If THAT does not work, right click on the
toolbar, select Customize, and hit Reset Toolbars.
