Outlook 2003 Toolbars

I have always had a problem with my toolbars re-arranging after I close and
re-open Outlook. How can i make them stay as arranged. I am using Windows XP
professional and Outlook 2003, Standard edition.

Do you have any thrid-party toolbars installed? If so, all bets are off.
 
I do, but I will uninstall. I had this problem before I had any toolbars
installed. What would be the problem then?
