Outlook 2003 Toolbar Customization isn't retained?

Hello, I am using Outlook 2003 on 4 different computers. When I change the
placement or add/remove/change toolbars, it is not retained after getting out
of Outlook and then back in. Again, after making the changes even just a
movement of a toolbar to a different line/place, when I close outlook then
get back in, my changes have been reset back to where they were originally.
Any ideas?
