Outlook 2003 template won't work in Outlook2007

I have a template in Outlook 2003 that is working fine. This template is a
form that needs to be filled out and then emailed on to a distribution list.
We have loaded the form into the Outlook 2007 and published the form. The use
can create the form just fine with all the input controls and everything but
when he tries to receive the form all he sees is a regular email. I have
pulled the form into the form editing module and checked the 'read edit page'
to make sure that it is set up the way I want it to look and every thing
looks ok. Is there a setting somewhere I need to change or something
different I need to do in order for this template to work?

There aren't any macros or scripting embedded into the form so it should
work okay.

I'm confused. You refer to a "template," which usually means a saved ..oft file, but you also say that you published a form. Which are you using -- an .oft template or a published form? IF the latter, where is the form published? For your scenario to work, it needs to be published to the Organizationl Forms library or each user's Personal Forms library with the "send form definition with item" box unchecked. I distributed an .oft file then pulled it into the design form module and
published it to the Personal Forms Library. The I used the form in the
library to create an email with. The only thing that might be an issue is
that I do have the 'send form definition with item' box checked because I
originally created this form in SP1 of Outlook 2003. Would that keep it from
displaying correctly though when it's received?
