Outlook 2003 Send/Receive Problems

I recently upgraded from Outlook 2000 to Outlook 2003 and now I can not
revive nor send emails. When I try and send an email it just sits in the out
box. I have not been able to receive any emails at all. I have check my pop
an SMTP and they are setup correctly. Does anyone know what the problem might
be?
