Outlook 2003 Send/Receive delay

After downloading latest MS security patches, etc, Outllook 2003 just sits on
Send/Receive with no modem activity (both ways). IE6, etc is fine. A System
Restore to before downloading patches fixes send/receive issue. Also running
Norton Internet Security 2005 & latest MS Spyware (Beta).
Any ideas?
