Outlook 2003 send later messages do not get sent?

When my PC is on but I'm logged out of OL2003 my send later emails remain in
the outbox until I log back in to OL2003.
In the previous version the send later emails would be sent while I was
logged out of OL.
Yes, my email account is on the exchange server.
Where should I be looking to correct this?

Cached Exchange mode enabled? Delivery location set to the mailbox?
