Can't send e-mail

In OL2003 I am haivng trouble sending any e-mail. I have 7 items sitting in
my Outlbox. When I click Send/Receive and open the little window to see
what happens I am promptly told that it received everything and sent
everything, with no error messages. But those e-mails remain in my Outbox!
Any suggestions?

(I had complained to Comcast (my ISP) and was told that over the past 10
days or so they are suddenly getting a lot of support questions from OL
users, apparently in the wake of some OL security upgrade, that most
frequently shows up as the old Enter Network Password torture. I have no
idea if this is accurate; my wife uses OL2003 and reports no problems. I
have been having a series of OL problems for the past 10 days or so and have
done a plethora of things, ranging from a new profile to resetting my
Comcast password to going into User Accounts in Control Panel, manage my
Passwords and entering a password both for the incoming POPO3 server--this
seemed to unclog a huge jam of mail, which either proved something or was a
pure coincidence--and the outgoing mail server, obviously with only limited
success. I can send my e-mail on the Comcast website--webmail--but
apparently not using OL)

Outlook 2003 will no send email on my system. I called comcast and they told
me it was an outlook problem. I have no problem sending email with pegasus.

As if I was not having enough fun already OL won't let me open one of the
e-mails in the Outlbox (to copy and send via Comcast Webmail as a
workaround) saying that OL has already begun sending the message. Of
course, I can find no evidence of that.

AT&T users, trying to send email through 'smtp.att.yahoo.com:465' have also
reported problems with OL2003. On user reported finding a solution by
deleting a corrupt Digital ID certificate:

Of course, that server requires using port 465 w/SSL, and you failed to
describe the server configuration that you are using. So this may not be a
solution for you.

When I attempt to send email via OL2003, after some time, this message appears:

Reproted error 0x8004219 Outlook unable to connect to smtp email server.
If you continue to recieve this message, contact your ISP

When I click "Send" the e-mail moves into my Outbox and stays there. And if
I open something that is already in the Outbox and click "Send" it moves
back into the Outbox.

For no reason I can figure out OL started sending all the e-mial that had
piled up in the Outlbox since last Thursday. But now the dreaded Enter
Network Password thing is back! One sign of something out of whack with OL
or Windows is that when i reset my password on the Comcast website (to the
same password I have been using) I sometimes get an error message to the
effect that what I just entered is not the password Windows has stored.
Well, siince this IS the only password I have been using for quite some
months it would appear something went wrong with the OL password.
Meanwhile, at least for now, e-mial is coming into and out of Outlook.
