Outlook 2003: Ruler doesnt display

Hello:

I use Microsoft 2003 as my default email program, and I have set Microsoft
Word as the email editor.

When I compose a new email from within Outlook, a ruler is dispalyed along
the upper margin of the email body, as is the case in a Word document.

However, when I attempt to compose an email from within IE 6 under the New
Message option at the toolbar, or Send by Email under File, the same
Outlook interface apppears but the ruler is missing. the formatting is set
to HTML. How canI get that ruler to show in those situations as well?

You can't. The ruler is only available in Word.

Using IE send to or right click does not invoke the full Outlook client so
your Word is not enabled as the editor.

Yet it is available when I open Outlook and compose an email from within it.

That is because, when you open Outlook, it invokes Word, which you
choose to use as your default message editor for Outlook. That option
is not available from IE.
