How do I display my ruler in 2002 Outlook?

I'm using a 2002 version of Outlook and my ruler does not appear anywhere. I
can't for the life of me figure out where it is hiding and how to get to it
to come out of it's shell.

I think it has something to do with using Word as email editor, which I have
selected to do, but everytime I go to compose a new email it says 'This form
requires Word as your e-mail editor, but Word is either busy or cannot be
found. The form will be opened in the Outlook editor instead.'

Can anyone help me?

This was SO helpful! Thank you. It's fixed now!

Our IT guy basically said it would take hours for him to figure out how to
fix it, but that link was totally helpful and I managed to fix it and now I
have my ruler! THANK YOU SO MUCH!
