I imagine that the limit is based on the free disk space on the hard drive
that the *.pst resides. If the *.pst resides on a network folder with quotas
that would affect it as well.
Max file size will be whatever the largest file size is permitted for the
partition.
FAT32 = 4GB - 1 byte
NTFS = Larger than any mere mortal needs and users will pay in a performance
hit (if i read the administrative policy right, the max is 4TB.)

ps - don't forget that you need x3 times the space to run in the inbox
repair tool. so a 20gb pst would need 60gb of space for the repair process.
