Outlook 2003 POP3 and Exchange 2003 address book

How do we get our Exchange 2003 address book when we log in with Outlook 2003
POP3 access? My Outlook 2003 will not let me send mail unless the recipient
is in my address book, but it also won't let me send to contacts that I have
added to my local contact list. Once someone sends me an email, I can reply.
Maybe this is more of an Exchange 2003 question? How do we provide
Exchange 2003 address books to Outlook 2003 POP3 users?

set up an ldap address book. also, make sure you are properly authenticating
with server when sending.
