OUTLOOK 2003 pictures in HTML

I am running OUTLOOK 2003 but pictures are not being displayed in my e-mails.

There is a red X where the picture should be and with no option to download
the picture.

Can anyone please help??

Tools, options, Security, Change auto download settings, uncheck Do not d/l
HTML.....
