Outlook 2003 pegs at 50% cpu utilization before opening Outlook

After first booting my laptop, I can check the task manager and see an
outlook.exe process running and using 50% of the cpu. Once I manually open
outlook then cpu utilization drops to to zero. When I manually close it the
process remains but stays at zero utilization.

It sounds like you need to take a look at the programs that are set to run
automatically when you start Windows...they may be in your Startup folder or
they may be in the registry.
