Outlook 2003 - Operation Failed when creating calendar / contact

When I attempt to save a new contact or a new calendar entry in Outlook 2003,
I get an error notification that "The Operation Failed" with no other text. I
do not use outlook for e-mail, just for calendars and contact information. I
have tried the following:

-Upgrade to Outlook 2003 SP3
-scanpst.exe
-clear forms cache

None of them have worked. If you have any suggestions, I would greatly
appreciate it. Thank you.
 
Try running Detect and Repair from the Help menu. You may need to have your
Office 2003 installation CD handy.
 
As you instructed, I tried Detect and Repair. It ran for a while, then showed
that "Setup is complete". When I tried to perform the same operation, it gave
me the same error message. Thanks again for your help.
 
Do you have the same problem if you open Outlook in Safe Mode? Click the
Windows Start button, click Run, and in the box type "outlook.exe /safe"
(without the quotes).
 
Yes, I have tried safe mode and it did not work.
