Outlook 2003 on Citrix

I am having trouble running Outlook 2003 on our Citrix server.

When running Outlook 2003 as a citrix deployed application, code for
custom forms in public folders does not execute at all. It does not
give a dialog or anything, it just does not run. If I RDP into the box
directly I get the same problem.

When I am in RDP I can design that form but if I attempt to View Code I
get the following error popup.

"Unable to load this feature. The operation completed normally."

A deployment of Outlook 2000 on another citrix server works just fine.

Any advice?

As a follow up...

It does not appear that the form is one-offed. The Size is 1K and the
MessageClass is as I published it.

Another addtional piece of information:

I get the same problem if I run the form in my Inbox.

That did the trick. I was missing the outlvbs.dll file.
