Outlook 2003 not ending the process on exit

ok i know this is a common one but let me explain.

if i close outlook the process still runs and you can't reopen outlook
most people have said disable the add-ins but i have disabled all the
add-ins and it's still happening it even happens when running outlook
in safe mode i've reinstalled outlook but that didn't help and none of
the microsoft updates fixed it.

so i'm left with the following options :-
current a new user profile but can't see why that would help
or run a full repair on the system
or of course format the system

the machine runs symantec antivirus and the e-mail filter on that has
been disabled as has it's outlook add-in. so any idea's before i go
insane.

There are other applications that can interfere with Outlook closing as
well, like a cradled PDA. See if something here helps:

I don't have a PDA and no other device that Sync's even so there should
appear as add-ins to outlook

A cradled PDA is only ONE example. Please check the web site I cited.

right ok the programs may be some good but i have other users with this
problem and the users won't see being able to close it frm the task bar
any better then closeing it from the task manager is there a free one
that does the automatic close
