Outlook 2003 - no favorites on my toolbar

My Favorites where I save my favorite web pages does not
show up on my Outlook 2003 toolbar. How do I get it to
show up? Is there another way that I'm supposed to get
to my favorites
 
You can customize your Toolbar. Choose as category Menu Bar
