Outlook 2003 message size

Hello all,

Outlook 2003/Exchange 2003 SP2.

A user has noticed that when he receives an Internet mail with
attachment, the size is not what it should be :

- the attachment has a size of 4 Mb in Outlook (and only 2.5 Mb when
saved locally)
- the message size is 6 Mb (according to the "size" field of Outlook)
- there is almost nothing in the body of the message
- so, as we have set up limits on mailboxes, the user complains that
his allocated space does not reflect reality !

I did a test with a 335 Kb message I received from Internet with a
Word document; I copied/pasted that message in the Inbox : its size
was now 248 Kb !

The user did the same test with his 6 Mb message, and its size drop
down to 4 Mb... So, _more correct_ according to me...

He was the only internal recipient of this message (single instance
storage _not applicable_).

What can I explain to my user ? Is it by design ?
I told him that, when he sends a message, it is converted to the MIME
format and its size is increased (up to 30 %); this is OK for him. But
then, why isn't the size coming back to normal when on the internal
mail server ?

I cannot ask him to copy/paste each "huge" message that he receives,
to reduce his mailbox size (anyway, usually he moves this kind of
mesages to archive files).

currently in my mailbox).
