Outlook 2003 Junk Email Filter Not Working

The Junk Email Filter in Outlook 2003 has never worked for
me. I am using IMAP, and according to Microsoft the Junk
Filter DOES support IMAP.

Looking on Google I get a mixed answers, some say it
probably will never work with IMAP only POP, others say it
has always worked and others say it worked once but now
has stopped.

Is there a way to force the Junk Email filter to work with
my IMAP account? Perhaps specifying it manually in
registry or config file? Or is it something else?

the Junk Filter works with IMAP but it requires that the full message and
not just the header is first downloaded (by whatever means). Note that when
the Junk Rule moves or deletes a message on an IMAP server the message
remains until the folder is purged.
