Outlook 2003 Japanese text is now "?????"

I just upgraded a client from Outlook 2000 to 2003. He receives email in
many foreign fonts. He had no trouble reading and composing with Japanese
IME in Outlook 2000. After I upgraded him to Outlook 2003 his new Japanese
emails arrive with the Japanese text as question marks such as "?????".

This particular client runs Windows XP Pro and SP1.

Suggestions anyone?

It turns out that this only happens to inbound mail. Anything created in
Japanese IME on our side works fine, but mail originating from our Japanese
partners now come as a series of question marks. We used to get this in OWA
on our old Exchange 5.5 server, but upgrading exchange to 2003 solved that
side of it.

Found it finally by playing around with language settings.
