Outlook 2003 issues with ISP Server

Attempting to set up Outlook 2003 email account with ISP.
Error messages state server is being found but no response, check port and
ssl information. I have verified with ISP that the ssl and port numbers are
correct as far as they can verify. ISP does not support Outlook only Outlook
express.

Are you using a virus scanner that integrates with Outlook? Disable this
integration and try again.

Yes,
Had a norton subscription that was due to expire so removed norton software.
Do not believe I have any other virus scanner running.
Am getting the same issues.

Had sent test messages yesterday that did come through moments ago.
I am still getting error messages when I run the test feature on Outlook set
up and further test messages do not come through.

My guess is that Norton failed to properly uninstall itself. Locate
outcmd.dat and extend.dat and rename them to .old while Outlook is closed.
