Outlook 2003 is closed but still synchronizing etc

When I close Outlook, it sometimes remains in the systray and constantly
tries to get email or synchronize folders. I am not able to close it out
completely. I already disabled the receives but it still does it. It cannot
connect to the outgoing SMTP server, which is ok for the moment. Trying to
connect slows the entire system down. There is no option to close Outlook in
the systray.

Something is holding Outlook open. The most common culprits are synch
software for a handheld, fax software, antispam software, AV software that is
configured to scan incoming/outgoing email, COMs or Add Ins that aren't
compatible.

I am using Lookout, which I really like a lot. Perhaps that is the culprit. I
changed some settings for lookout where it now will show in the systray if it
is indexing.

What is Outlook synchronizing?
