Outlook 2003 HTML toolbars?

This should be an easy question hopefully. Within the tools, options,
mail format, Message format when you change this to HTML and click OK when
you do new mail should the toolbars be the same as they are in Rich Text
format? Out main office did a patch last night to Outlook and someone has
said buttons are missing when they do an HTML formatted message. I don't use
that so I can't really say if those extra buttons should or should not be
there when switching from Rich to HTML. Thanks!
 
Different if you Check Mark "Use Word as Editor"
Another this could be uncheck toolbar:
Right click by the toolbars. See if standard is checked or standard and
advanced. Check mark whatever one "is missing"
