Outlook 2003 forwarding and replying to an email

Recently start using Outlook/Office 2003. Outlook 2003 is missing the
feature of attaching another email as an item when replying or forwarding an
email.

It is interesting when you open an email for reading you can go to Insert
menu and select Item and instert another email as an item it in the email and
then save and forward or reply it. But when you do a reply or forward, the
insert menu does not even have the Item listed... Only File is listed... Why?
Is this a bug?

Nope, you probably editing the message in Word then. Insert-> Item... is
only available when you edit the message with Outlook as the e-mail editor
Tools-> Options-> tab Mail Format
