Outlook 2003 Force Standard Form from Changed Regional Settings

I am using Outlook 2003.

Because many of the programs I run must show Chinese Characters, I changed
the Regional Settings in Windows XP for "Language for NonUnicode Programs"
from English to Chinese. The "STandards and Formats" setting, however, is
still English (United States).

This allows my Chinese Non Unicode programs to display Chinese Characters,
however, it unfortunately changes the way that Outlook operates.

When I open a Contact, the contact no longer displays the address the way it
is supposed to, it displays it in an international format that is very
difficult to work with.

Outlook is incorrectly taking the setting for international / Us display of
the contact form from the "Language for NonUnicode Programs" instead of from
the "Standards and Formats" setting.

Is there any way to force outlook to display the contacts in the correct
manner without changing the "Language for Nonunicode Programs" setting?

I am not confident in whether I understands correctly.

anyway, If you talking ablut contact form
you can customize with Tools > Forms > Design this form.
also check Tools > Options > Preference > Contact > Contact options.
and view > Arrange by > Current view > customize current view.

Never mind, Problem is solved by using Outlook 2003 version of PST.
Finally supports Unicode...
