Guys, I too am now encountering this problem (sorry, the error msg is a very
poor descriptor of the problem). Here is my scenerio:

I just replaced my harddrive, reloaded Win XP-Pro.
Installed my A/V pgm (Norton Internet Security),
Re-installed Outlook 2003 (11.8169.5606) Part of Microsoft Office Pro
Edition 2003.
Went to help and tried the "Repair" option.
I cannot create a new account using "tools". I cannot display or modify my
data file locations, or get to my personal/general page.

Am I missing a "fix"/"Apar"?

Any help would be greatly appricated.
