Outlook 2003 - Email "view" percentage change upon opening

Sometimes (only sometimes) when I open an email, the view (or zoom) is at
40%. How can I prevent that? And why does it happen?

For which version of Outlook?
Do you open the message via a double click to open it in its own window?
 
View-> Text Size-> Normal
Note that the text size is shared with how you have it set in Internet
Explorer.
 
That's not it. And it only happens sometimes. The text doesn't actually
change, it's the zoom that keeps changing.
 
It's either the "Standard" toolbar or the "Outlook Read Mail" tool bar. When
this happens, I change the 40% to 100% and then it's fine. But I don't want
to have to keep doing that.
 
Aha, we're talking about Rich Text Formatted messages here?
The Zoom factor is inherited from your setting in Word. If you closed Word
the last time in Zoom Factor 40% then the next time you open a message it
will also be in this zoom factor. You can easily work around this by
disabling the option to use Word for reading Rich Text messages;
Tools-> Options-> tab Mail Format

Please note that in general Rich Text Format shouldn't be used as the
message format unless you have a very specific need to do so. Consider using
HTML instead.
