Outlook 2003 email autofill forgets email addresses

I have read through the post regarding autofill and all of them have
suggestions that I have already tried.

I have Windows XP PRO running on a SBS 2003 network with Exchange. The
autofill works as long as I don't close Outlook. If I do it forgets the email
address and I have to start over.

I've deleted the Outlook profile, removed Outlook AND Office from the PC and
reinstalled, renamed the folders Office is installed into in case the
"add/remove programs" didn't delete all files, renamed NK2 files. There were
2, one was Outlook.NK2 and the other SBSOutlook.NK2.

Any ideas what is causing the problem.

Delegate access
Deleted item recovery
Exchange extension commands
Exchange extension property pages
Fax server extensions
All but one are checked which is server scripting

Well, no luck. I unchecked each box one by one and sent and email, then
closed Outlook. Autofill only works if I don't close Outlook completely.

One other fact that might have some impact. Outlook seems to always be
running as a process. I have to kill the process after closing Outlook with
the red X.

I also unchecked the iTunes Outlook addins COM Add-ins that is probably used
for my iPhone.

I can't find how to change Outlook so it does not run as a service or appear
to run as a service.

The problem seem to start about a month ago when I started to use Exchange
for email. I did not have a static IP address, so Exchange was only used for
calendar and contacts. I now have a static IP address and registerd a domain
name. There are a few other PC's in the office that seem to be set up the
same way and don't have the autofill forgetting the email address problem.
