Outlook 2003 E-mail requests user to install Japanese language pac

User A Outlook 2007 client with Internet Explorer 6.0

User B Outlook 2003 client with Internet Explorer 6.0

Sporadically when a user A sends an e-mail to user B, user B is prompted to
install a language pack.

Does anyone have a suggestion as to why this might be ocurring, we are
pretty sure there are no Japanes language characters in the e-mail.

I'd appreciate any suggestions for troubleshooting this issue.

What is the encoding that A uses when sending mail to B?

Additionally, what message type is used?
