Outlook 2003 doesn't attempt to learn from what mail you mark as junk & not junk

Does anyone know why Outlook 2003 doesn't attempt to learn
from what mail you mark as junk & not junk. I
continuously have to go into the Junk E-Mail folder and
mark email message as "Not Junk" and "Always trust e-mail
from (e-mail address removed)". No matter how many times I tell Outlook
to trust email from this person it always put any e-mail
from people on my safe senders list in the Junk E-Mail
folder.

Because it was not designed with any learning component. See

It should, however, honor your safe senders list. I would double-check to
make sure the right address is on that list.
